when we make our character do we get to pick the town/city/village we want to start at? if so do we have to pick a place where the race we want to be is at? for example I want to be a kypiq so do I have to pick a town where the population has kypiq's from the census survey?

Yes, you can choose where you start and what tribe you are and what family you are in. As long as there is a family for you to join.

So if you want to be kypiq in a town that doesn't have any free kypiq families then you'll have to pick a different place or a different tribe.
